Manipulating Tables

Hi All,

Ok I have seen it done a million times...but just can't get it to work! I have attached the file... basically i have a table with three rows. The top and bottom rows I want to act as a header and footer... so when the browser is re-sized the footer always stays the same size and snaps to the bottom of the browser window. The same goes for the top I want the size to be the same and always stay at the top...

Sounds more like a frameset than a table to me.
