how to make a dynamic button, like Flash

I create webpages that show virtual tours for real estate, and I need a way to make buttons that I can change. For instance, one Tour may have 4 buttons labeled, "living room," "dining room," "kitchen," and "bedroom," but the next Tour I do may have just 3 rooms; "great room," "family room," and "bathroom." The names and number of buttons always changes and there's no way I can fathom enough varied templates to cover my bases. Up to this point, I've just been creating new buttons each time I create a Tour. It needs to look "classier" than just a table with hyperlinks too. I did figure a way of making them utilizing Dreamweaver's Flash buttons, but that didn't work because when people who didn't have Flash visited the website, they were asked to download.

Does anyone have any suggestions for me?

Design a button background image and overlay the button text as... text. Also, think about what you've got there -- a list of buttons. Code it as a <ul>. There're a huge number of design sites on the web that will show you how to handle that, like the following.
