What are you using to make your animations? I like to use Selteco Flash Designer (http://www.seltecodownload.com/sfld.php).
There are a couple of creative ways to do this.

You could create 3 graphics: a button with an up arrow, a scrollbar, and a box for the scroll bar to go in. Then, insert all of them (except the scroll bar) into a master frame . Arrange them like this: up arrow button at the top, copy the up arrow button and rotate the copy 180° (making it a down arrow), then put the box between them. Write your action script for the up button: when the user clicks on it the movie goes to the frame with the pervious picture unless it's at the frame with the first picture. Down button: When the user clicks on it the movie goes to the frame with the next picture unless it's at the last picture. Now, you need to make a scrolling bar. So, set the background of all the picture frames to the master frame you just made. Then all you have to do is insert the scroll bar on each picture frame where it should be when the user "scrolls" there.

I sure hope that helps. If you run into any problems or don't understand something I said, you can send a message. If you use Selteco Flash Designer, you can go here (http://www.flashdesignerzone.com/tutorials/) for some VERY usefull tutorials. :)
