Can I use a proxy to change my location...

Someone is not accepting emails from my location, I've tried to send him many emails from different addresses and each time I got a bounce message saying that it failed to deliver the message from my location (I really need to contact that person).
Is there anyway to get around this? Can I use a proxy to get around it? If yes, then which proxy do you recommend (US-based if possible, please!)?

You could try an on-line mail account at yahoo.com, msn.com, etc.

I live in Kosovo (Yougoslavia) and i use one program po callin free in landline in 30 Countrus and now the conpany is block a all User jo log in from Yougoslavia is posible too login but is not posible to call where too find any softwar hu can change my Proxy like i im log in from germany or any State ans everything is finish . i have many in that acount i login from her a se balance 10.0Euro and i cant call from here my frends call with my username and with my pasword ,calling withaout problem .plesa if u have anu just send me or write me link where can i downaload
