I was wondering if you had the images and set variables and if statements and the whole nine yards if you might be able to create games in php? If you could, how much interaction would it be possible to add?

well, games in PHP are mostly only text-based, with form interactions (see dopewars and co)

i cant really do much actionscript in flash, because i cant find a tutorial, and i dont even know java

You are limited only by your imagination. Check out kingdom of loathing (http://www.kingdomofloathing.com/). It's a well laid out rpg where in you can choose a charater, run around different areas on a map, advance in levels, fight, get treasure, buy and sell items, etc., etc.

Of course this is comical , and the illustrations are stick figures, but you get the point. It is fully-featured and imagine what they could have created if they had the resources to devote to graphic realism.
