Suggestions how to arrange

Hi. I'm beginning a site and need some help as to how I should arrange the site. I've temporarily uploaded it to Quion Consultancy (http://dialspace.dial.pipex.com/prod/dialspace/town/pipexdsl/p/apsl54/Quoin/)

All i've done so far is to produce a site map. This will be the basis if the menu. I need some suggestions as how to present this. Should I create frames for each link keeping the menu permanently available? Make the menu collapse and expand? Should I keep the coding html or use php etc?

I'm hoping it makes kind of sense, and please be gentle i'm only new to this game :D

Use PHP to assemble the pages on the fly if it's available. Don't use frames. Collapsing menus tend to just be eye candy, providing no real benefit to the user.
