resolution and offsetting problem

Hi guys

i have just started to play around with website creation and wonder if someone could help!

when my site is tested it offsets on different resolutions also when you open the favorites nav frame in IE it offsets. how can i fix this?

also with my hyper links to graphic page ie to a map it opens but always opens offset and never in the center.

is there simple fixes for this?
