Where is a good place to find little sound files that have things such as a staticy sound or other little wierd sound effects?

I downloaded an 'insane flash workshop' a long time ago off of that lycos download site with the cows and all, but it had a lot of free sounds you should look into fruity loops. Its a very good music looper and I believe it has a lot of sounds in a .wav format a ready inside of it. I am going to get it from a friend soon its pretty nice.
