Confused on saving and uploading ror.xml into main directory

I've tried to save my ror.xml code to text using both Notepad and MS Word in order to upload it to my main or root directory but it hasn't worked so far.

Upon trying it a few times, when I was given my ror code and tried to save it as a text document, it appeared it didn't save correctly. When uploading it to my main directory, does that mean uploading it to my public_html or what?

Please help.

what do you mean it didn't save correctly we will need more detail then this
