inDesign fit content to frame problem

I have a 3.5X2 business card file (.ai) from Illustrator that I place to a 3.5X2 picture frame/box in inDesign. I use PLACE file. However, inDesign doesn't recognize the full size of the file, because about 1/10 (of one side) of my Illustrator file is blank empty nothing -- which is supposed to be white color with nothing on it. So, inDesign decides to resize my illustrator file to slightly bigger, omitting the white space. I do the command -- picture/frame -- fit content to picture/frame box and still inDesign can't figure it out.

Any solution to that problem... aside from what I am just thinking... to place a 3.5X2 blank white rectangle behind the content in Illustrator and then place it in inDesign... perhaps then, inDesign will recognize that the file is 3.5X2.

worst case senario, you can just print screen it, crop it and place it in the new document.
