I have to echo Dave here. What system? In terms of project life cycle this can only be determined by having an educated understanding of productivity, skillset, external contractors if required, research, design, development, quality control etc. Only you can answer these questions and project planning is estimation so you have to factor contigencies.

But again, what system? A FrontPage website with bouncing sheep or a corporate level intranet...
