I recently moved a site from my server at home to www.awardspace.com (http://www.awardspace.com). No adverts, and they do give you MySQL. Haven't been there long enough really give it a rating, though it was crawling last night.

No ads and MySQL is pretty darned good for a free host though, so probably an ideal place to develop and learn.

By the way, installing PHP and MySQL on a PC is not as difficult as it might seem. If you have XP you shouldn't have too many problems. This makes developing and testing much easier and faster.

Personally I have established databases to match my ISP server setup perfectly, so I can develop debug and test easily without fooling with FTP or corrupting the data on the live server, then simply upload the modified PHP when I'm ready. From time to time I refresh the data from the live server to clean up the data that has been corrupted by my testing.

Hope that helps.

I see another postee said "awardspace.com", -and I whole-heartedly agree and support that suggestion! I have several 'ad-free' FREE hosting, but awardspace.com has so far been the BEST. Lots of space, no ads, almost always never down (well, truth be said, I have yet to catch them 'down', unlike one or two of my *other* ad-free FREE sites...).
Their FTP is a bit weak (allows only THREE files at one upload), but any good FTP program of your own and you're good. Just remember to check-mark the "passive mode" option for awardspace.com... it is required and is often the reason 'newbies' experience problems uploading to them...

I would install locally, xampp (http://www.apachefriends.org/en/xampp.html)(PHP, MySQL, Apache, etc.), Easy to use software.

Try also http://www.frih.net
PHP and MySQL support. No ads. All they ask for in return is for you to stay active on their message forums.
