Unknown Publisher error message with flash??

hello, i created a scroling banner using flash and put it on our intranet at work, and when some people go onto the intranet they are getting an error message saying "Unknown Publisher".

does anyone know why this is??

Did you publish this as a .swf? I've only heard of this when publishing as an .exe
