Public proxy servers

i want to monitor local campaigns i am running with google adwords.

i want to see how is my ad placed in different states.
for that i need to login as a user from IL / RI / NY etc.

any ideas how can i find a public proxy that will give me a IL / RI / NY ip?

You want to monitor your Adwords account or add clicks there fore adding revenue?

Im pretty sure thats going against your google contract.
