How to set up a domain. Not a .co.uk or .com, but to actually register a postfix , say .scotland ?

So you would own the rights to all .scotland web addresses , can this be done ? just interested thats all lol

You would have to firstly appeal to ICANN (http://www.icann.org/), if they believe that there is a signifigant need for that extension they may choose to allow private/public registration.

However the alternative and much more achievable solution would be to register an already exsisting unconventional TLD extension, ie: scotla.nd and use subdomains to achieve an .scotland effect.
