Photo collage software

I've seen a technique where many small thumbnails are combined to make one image - i've seen it on Time magazine, Tea Direct packets etc. Can anybody tell me what software can do this, is it a plugin for Photoshop, software in its own right? Thanks

is there a screenshot or something you can show us?
it doesnt seemt oo hard to make soemthing liket his..it seems as though all you really need to do is to put a few smaller pictures together to form a big one..im sure this can be done in photoshop..however i dont think tehres a software on its own that allows you to do this.
