strange HTML/PHP/whatever i can do it in question

i have a very large table, about 30 columns. i need to display these but would like to make it more readable. i want to put the tables into, effectively, their own windows with scroll bars and such. then to have the title in its own, and have both windows locked so that when you move one scroll bar to the right or left the other moves as well, to keep them in synch. i think i have seen this done before but i cant find anything like it. any ideas on how to do this??

You can use a scrollable DIV, if that's what you want:
