I'm extremely confused. If I am going to learn CSS, do I need a special program or something? What does it run off of?

Any reasonably modern browser will read, parse, and implement CSS used in web pages, just as it does HTML.

All you need is one or more web browsers and a good text editor. (You can use MS Notepad, but there are better alternatives.)
