Large images = long time to download on a 56k connection...

Although the blue pattern looks good... it doesn't seem to fit in with the rest of the homepage.
Splash pages tend to be a no-no nowadays too... People want content quickly, not have to keep clicking to see the content.

Personally, I think it'd be better for you to have the Forum index as the homepage, with a list of your affiliates (images) along the bottom or at the side somewhere... Instead of having a (pointless, because you've already got the affiliates logos on the forum page) separate links section.

Positive: Simple, Effective color scheme, Looks good on mainstream resolutions, Small load times
Negative: Lack of SEO, Invalid use of tables, No rollover effects, Use of depreciated tags (i.e <font>), Does not pass validation (http://validator.w3.org/check?uri=http%3A%2F%2Fcyber-phreaks.net%2F)

Result: Failed validation, 500 errors

Hey, with a DTD (http://www.w3.org/QA/2002/04/valid-dtd-list.html) and some css your site could quite easily validate.
