BitTorrent is the way to go.

FTP server on your PC or you can connect to a remote PC with FTP client.

This will be far more quicker than using a BT client ans the Bit Torrent clients rely on many people wanting to share the file which can cause you allot of issues if your caught sharing copyrighted material.

Your transfer limitations will be...

i. Your bandwidth to the network
ii. Network traffic and packet loss
iii. The recipients machine bandwidth
iv. Other processes using the internet at the same time.

If your really tech savvy, you could configure your machine and the recipients machine to be part of the same VPN and transfer over that VPN connection at around twice the speed of conventional 3rd party FTP software, VPN's open up on the limitations of other 3rd party software as the machines are treated as 'Trusted' connections which speeds things up.

Dont get confused with firewall settings and adding in users as part of a trust, it does not work like that, this is within your operating system and is the most difficult to achieve and you would need some kind of prior knowledge in network administration.

Only bit of advice I can give you is to zip/rar the file into multiple archives.

This will allow the user to get or you to send parts, any of the parts fail & you only need to upload that part that failed upload and not the whole file.

You have one or two more alternatives at your disposal which would require you to split the file into many archives. I have sent you a PM about the last couple.

FTP is the only efficient way to transfer files bigger than 2Mb. All other methods of file transfer become extremely inefficient once file sizes get that big and become completely unusable by the time you get to 10Mb.

If you are using PHP then there is an FTP extension that you can install that allows you to FTP files from PHP. Other server side languages should have something similar. If you just want to upload the file to your server then any FTP program can do it.

The speed of your internet connection will also be a factor in uploading the file. With a typical broadband connection it may still take between 2 and 10 hours to upload the file.

not as fast or efficent as networking the machines in a trust.

For local networks the efficiency difference between FTP and other file transfer methods is not noticable. For transfers to remote computers across a slow connection (and anything under 10Mbit is slow) then FTP and similar (eg. XCOM, Netmaster) which are designed for transferring files are way more efficient than any other connection method.

I did study Network Administration and the difference is HUGE between networeked machines in a trust and conventional FTP over a LAN or WAN.

The computers can be at opposite ends of the world and still belong in a 'Trust', when networked, machines are not restriced by the normal restrictions that are inherant in 3rd party software, this can result in less than 50% capacity, even over a high speed LAN.

You dont need the services of XCom as your Windoze OS already comes with various networking protocols to communicate with any remote computer like Mac, Unix, Linux & other MS operating systems, 3rd party software only does the same job at half the rate that OS to OS connections.

Also FYI LAN cards only run at a maximum of 10MBit, if you had 8MBit broad band, I doubt you would complain at getting an MP3 in around a second would you, so how can that be slow?
