Most good graphics programs should be able to handle that. Photoshop, Fireworks, etc...

Gimp (http://www.gimp.org/) would probably be your best bet. I'm not positive it can do it, but when I hear "free" and "graphics app" in the same sentence, that is what I think of... ;)

This isn't free, but it's the cheapest good graphics editor I know of at $38: CompactDraw from http://www.mediachance.com

For an easy to use photo program you can get a free trial of Paint Shop Pro from Jasc.http://www.jasc.com
For buttons i would recomend Flash or Dreamweaver. You can get 30 day free trials from Macromedia (http://www.macromedia.com) .
With flash you can create your own buttons, with dreamweaver it has ready made ones.

i like to use fireworks... a macromedia product or photoshop they are both kinda the same. a 30 trial of fireworks can be downloaded from the macromedia website. Fireworks will also create the java and html which makes creating roll overs simple is all you have to do is make the graphics.
