Form&utf-8

hi :)

i installed a perl form , and i attached a farsi editor farsi.js a language like arabic to my html form so that i can type farsi in form fields , but after submiting form , i got an error like form empty error , but i filled all the fields :(

i have other form scripts that it works no prob but the script can send my form but i must to change Internet Ex Encoding to utf-8 so i can see right ,

i have 2 prob ,, reading fields , and sending data in utf-8 so when user send data i dont need chage Internet Ex encoding
