Have a bunch of policies and procedures to put on an intranet site and I would like to get so ideas on the best way to create the front page. I would like for the users to be able to click on the dept and a drop down will indent to list the P&P's for this dept and so on for all departments. Please help with some ideas.

One idea might be just to leave an open directory type page where they can be picked from on the list. However an early downside of that could be the abreviated file named that could happen on longer file names.

Another idea could be using a database to house the documents
