Which is Wider-used? Java Applet or Flash?

If I am going to develop something that can be done in either Java Applet or Flash, which one should I use? The question probably is based on which one is wider accept / use by general users?

For flash, we need to install plugin, but IE needs to install plugin for Java 2 support...
