I'm trying to find a tool that will allow me to analyze the total weight and download time for a given URL. I have found several tools that offer this but none of them account for swf files.

I've tried these:
http://www.websiteoptimization.com/services/analyze/wso.php
http://www.marketingexperiments.com/improving-website-conversion/page-weight.html

My company is about to launch a redesigned home page that will include a huge flash module. We want to anaylze the new page mockup versus the existing one to get an idea of how accessbile our new page will be to users on a range of bandwidths.

You might try firefox with the web developer tool, it could (not sure about it) help you out.

Use a dial-up connection. It will give you a good idea of how long it takes to download, and what downloads first.

Simply add together the sizes of all of the files that make up the web page. If it is over 80k total then over 50% of people wont wait for the whole page to load. The ideal size (particularly for your home page) is under 40k total size.
