Its easy to open a page (via a link) and have it popup with no status bar, toolbar, navigation buttons etc.

how would i do that when the page is input into a url?

for example, i want to open my localhost (http://localhost) by typing it into the navigation bar on my browser and when it loads to remove the toolbars.

Unless I'm mistaken, you can't. You can specify what chrome to show for windows that you open explicitly, but when a window is already open, you're pretty much stuck with what is already there.
