I need an HTML editor that accepts foreign languages

I need to type in Shift-JIS (Japanese). I usually use just Notepad2 as an HTML/CSS/etc editor but noticed that I can't use it for Japanese. Plain Notepad works though I think it saves the document as Unicode and not Shift-JIS. So what is out there that's more advanced and well let me do what I want to do?

Unsurprisingly nothing came up besides generic Japanese word processors, and a short reference to Netscape's HTML editor.
