Some Help with PPC

Do PPC search engines use any spidering of their own when you list an ad? I have noticed hits on my statcounter that are show 0 secs in duration, lots of them. Is this what is called getting "targeted?" Also, I am suspicious that this costs me clicks. Someone once told me to keep my bids at the lowest possible for the first few days.
