Fading Pictures

Is there a way to get a photo to fade into a certain color using Photoshop? For example, fading a photo into a white background.

sure,
open the picture, put a white layer as background
select the top layer (with the picture)
go to layer>layer mask>reveal all
select the gradient tool and drag it from where you want total white to where you want the gradient to end
