How do I make a list?

I am trying to add a list to my website that my visitors will be able to add and delete their url, any thoughts on how I do this?

You would need to store the URL's somewhere (database, flat-file) and retrieve and format the data with a server-side language (PHP, ASP, Java, Coldfusion, etc).

thanks for your reply, I do not know what any of that means, but thanks for the effort, ... I know it would be best since I know very little about computer programing, to hire some one to create my list for me....

any thoughts on the best place to have a web designer to create this one little faucet of my site, the rest of the site is done and ready to go. I don't want to use the typical web building sites, they are too expensive for what you get and I don't need all their packages, I need someone who I could contract for this one little thing. I would appreciate any thoughts on my dilema.
