Best way to layout design?

Hey what would be the best way for me to layout the content in this design Ive made?

What should I use in laying out the main content? Tables or CSS?

No tables required. I've indicated structure I would start with in the attached pic. The outlines roughly indicate

divs - red
lists - orange
headings - green

I would do a header then have it split into a fixed left and liquid right column.

Oops, I didn't notice it was too big so I reencoded it. CrazyCoder has a good suggestion, too, where you'd eliminate the div holding the menu and just put the menu at the top of the right hand div.

so what exactly are the boxes? Are they DIV's? and how would I arrange all the stuff like that?

Here's what I thought crazycoder meant. The top div might actually be a styled H1. I don't think your design lends itself to width flexibility because of the complexity of fitting the backgrounds together.
