Do you have to have a webpage before you register a domain name?

No, it's not necessary. The domain registar will usually just point it to a page that says "comimg soon" and something like that.

Thanks for the quick reply. I don't know if I can ask this or not, but is there a "best" or "better" place to register the name? Or is anyone on the list of accredited registars ok?
