How do you tell if your web user is international

I am developing a site and I want to be able to tell when the user accesses the website if they are local or international. I guess the IP address ... If so how do I know if the IP address is not local but is international. I am in South Africa.

There are lists of IP addresses that you can purchase that identify which IP addresses are allocated to which ISP. Once you have that list then you will be able to tell which of your visitors are using ISPs or going via proxy servers in your country and which are using ISPs or going via proxy servers in other countries. There will be regular updates to purchase as IP addresses can be reallocated between countries as needed. Note that the IP address identifies the location of the ISP or proxy server, your visitor could be in a completely different country (particularly if using a proxy).
