Please review my site and tell me what you think about the layout.

I would like to put charts and quotes on the right and left hand columns. good idea? Do you know where i can get free coding for this type of thing? other suggestions are greatly appreciated too.

Also on my popup boxes to the message boards, do you think it is ok that the windows don't have navigation bars at the top?

I don't like that the contact button launches straight into Outlook, rather than going to a page with contact option on it (there are more ways than email!). Also, your code uses a lot of depreciated tags. Maybe you could try using divs and CSS to layout your page, rather than tables?

No i don't. You shouldnt punish the user for viewing your forum by taking away their browser functions.
