button down state-per page

I'm making a site in dreamweaver which features rollover buttons. I would like the button to a peer in the down sate when you are on its page.

Is this possible?

What are you using to make these buttons?

DW flash buttons or are you creating the buttons elsewhere and doing a rollover image with link?

The later might be your best option to create the buttons elsewhere then you're free to set them in whatever order you like.
