serif have a few programmes for doing what you are looking for.
Impact Plus, Draw Plus, 3D Plus and a handy little programme
called Kool Moves, then you can put it all together with Web Plus 10.

I used Kool Moves, it is easy to understand and you can
export your work as Flash, it has several set moves built in.

There are several programmes, most you need to buy, but there is a trial period,
also you will find two or three free ones.
I hope this helps you.

When you get to the site, hover your mouse cursor over
the name of the programme and a balloon type window opens,
this will tell you if it is free, or how much it will cost.

Just try them all, maybe none will be of any good,
but you get a trial period for the ones that you have to buy.
