This is driving me nuts. I have a layer that is located in the center of my homepage. When someone rolls over a link, a description of the link appears in the center of the page. Looks great - in a PC screen. When viewed on a laptop screen, or screens with "other" dimensions, the layer is not in the center. I tried absolute positioning, relative positioning, nothing works. How do I say that I want the layer in a specific position in my page regardless of the size of the screen?

Instead of using the lenght in pixels (px), make it 100%. This will always place it in the center.

By "layer" I assume this means Dreamweaver's abolutely-positioned div ? Assuming it has a fixed width and height, then setting marginleft and marginright to "auto" will place in centered horizontally. A percentage for top margin may make it appear central vertically if you want that as well.
