I want to know some basic information regarding .htaccess.

1.What does this file indicate?
2.what is the necessary of keeping this file?
3.is it good to keep a .htaccess file in every server?
4.what if there is no .htaccess file in the server like our localserver.

Please answers me as I want to know the basic concept of this file.
