Browser Caching

So i have been sitting here in my own little world for a couple of years learning to program web sites.. no formal training.. However i seem to have missed something very basic here.. Browser caching..!.. How do i make sure when someone comes back to my site they are not viewing a cached page from their browser..??
Meta tags dont work..!!

Im realy at a loss here to even figure out what languages i should be looking at to try come up with a solution.

You need to use the HTTP 1.1 Cache-Control headers. See http://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.9 for details.
