Creating a virtual tour

Hi everyone,
I want to make a virtual tour of my campus. I have searched and searched for the perfect program and I found it but it costs over $400 :( (VRbrochure)

I would like to find a program which makes panoramic views, a floorplan with hotspots and stuff like that AND to be able to publish it on the web!!

or any usuful tips on quicktime VR..

any help would be much appreciated!!!!!
