Provide no hyperlinks is one solution. Other than that use a server-side script like PHP and .htaccess

Are you wanting to block access to human users, or search engine bots?

You can use special META tags to prevent search bots from crawling the site, and you can usually include several index.* files in your web site's root directory for a temporary "this site is down for repairs" type of deal.
