What you want is a host. A company with a big fat server who will hold your site and send it to anyone who requests it (you could get your own sever, but this is a faff).

A good free host to start with is freewebs (http://freewebs.com), they will put their adverts onto your site in exchange for being free, but that isn't so bad. Think of it as being given legs so that you can walk but in exchange you have Honda's logo tattooed on your temple but at least you can walk.
