Light Effects generator

I am now looking for a text banner generator that does Light Effects (such as the banner on http://www.animationonline.com on their main banner) only I need a free one. Any ideas? Thanks.

if you have flash, it should be pretty easy to put together.
just need to draw the light effect and motion tween it.
