[RESOLVED] Is this hard to do?

I came across this website, and really like this flash theme. It says to download the theme but the link doesn't work.

I was just curious if anyone knows how hard it is to do something like this...

I tried to click on download free flass animation (zip file) but the link didn't work. But I think that I can download the amara software and do the tutorial I guess. I just can't download here at work.
