Linking off your site (header)

Ok I trying to link off my site to another but keep my header at the top of the page (I really don't know what this is call)

This is what I'm trying to do

Header form one site but visiting another, can anyone help me out with this (I'm using dreamweaver)

You can accomplish this by creating frames. It is harder to do in dreamweaver than in frontpage. You can also do them manualy with HTML though.
