[RESOLVED] Making Pills (for Menus)

Perhaps this subject has long since been aired and everyone but me knows how to do this, but I must ask anyway. How do you go about making the little oblong pills that become menu choices?

I know how to write the code with href's and I know how to control the CSS for placement, but I don't know what tools to use to make the basic outline shape and create the background color or gradient. Is there a software tool for doing this? Can I create them with Photoshop LE?

Would REALLY appreciate some pointers. Online references would be great.
