I have a script program written in HTML & Javascript. Is it possible to use an installer with the program so that I can use it offline? The purpose of the installer would be to then place the program onto my computer hard drive and in my startup menu, etc...

I would think so. Just find an installer program that allows you to specify where the various files go (they probably all do).
