I would like to start a web site that peole can upload images or video streams. where should I start. What companies would be best hosting it. Can I purchase the software at a retailer or online etc?

From the sound of your post it appears you want to create the next YouTube while having very limited experience concerning web site developement.
I don't know about the rest of the members of this forum but I think you are asking for a bit much. I suggest you submit another post asking what you should read or do to learn web developement - walking before running etc etc
The members of this forum are very generous with their time and knowledge but ..........
