Is there any other way tha js and php to check for cookies and js are enabled?

Here is the idea...to find out anything works on a browser you will need to use a client side scripting language..javascript,VBScript and the likes.
And to get any browser related info,any outer languages has to interact with browser first to find out what it excepts and what not...So the answer is JS is the only appropriate way to get this done...
