I just want to IP ban as many of them as I can. Tired of having return users cause problems. Sickens me that I'm actually the same species as some of these people.

If you're having problems with persistent abusers, I find that IP banning is completely ineffective. This might sound strange, but I find that just banning their user account rather than their IP is better.

As you've no doubt discovered by now, banning their IP is just as ineffective as just banning their user account. It's better to let them keep using the IP they've been designated by their ISP so that you can build up a profile of their behaviour. It doesn't matter if they have a dynamic IP address. Just make sure that you have a date and time to cross-reference the IP address used at the time.

Just run a whois (http://www.geektools.com/whois.php) on the IP address of the abuser and it'll give you some details including the service provider name and an e-mail address to which you can send reports of abuse. Just send them a mail detailing the abuse, the IP address of their customer that's abusing your domain, and the times at which these IP addresses were used. From there, they can find which of their customers is doing this and they can handle it from then on.

I've had loads of kids think they can get away with anything just because they think that the internet has guaranteed them their anonymity. I find this is an ideal way of showing most of them that this is not the case.

Seeing as by the sounds of it you've already IP banned some abuser and they're now using proxy servers, you've probably got a bit of extra work to do. Only thing I can think of is that you're just going to have to do pretty much the same sort of thing with the proxy providers: ask them for the originating IP for the IP that connected from the proxy server to yours at whatever time it was, and hope they provide you with the info. Then once you have the originating IP, make an abuse report to the ISP like I mentioned earlier.
